Apparently, Mexico has filed criminal complaint against the US for the 17 Mexicans who have died in ICE custody. I have questions -- what court? who gets the penalty? How does this happen?

Seventeen deaths. Months of diplomatic notes. Then Mexico changed tactics.
On July 9 2026, Mexico's government announced it is filing criminal complaints directly with US prosecutors over the deaths of 17 Mexican nationals in ICE custody or operations during the Trump administration. Foreign Minister Roberto Velasco confirmed that 14 died in detention and 3 were killed in field operations. Mexico is also submitting formal requests to the Inter-American Commission on Human Rights and the United Nations human rights chief.
This is not a diplomatic complaint. This is a criminal filing in a foreign country's legal system by a sovereign nation that has decided it is done asking politely. Mexico has also said it will send cease and desist letters to the private companies that manage US detention centers where Mexican nationals have died. What does this moment mean to you?
